The draft could benefit from a careful edit. At the sentence level, your tone varies from bureaucrat (the use of "nuance" as a verb is Beltway-internal only) to scholar through uneven informality; it would be far more effective if less erratic. There are places where you just need to say it simply. Substantively, the movement among subjects is also uneven; more polished transitions from one topic to another would also increase your command of the reader, which is what you are actually seeking to establish. There are many good ideas here, and I daresay that this is not the only example of a place where your work stands in its own light for similar organizational and stylistic reasons.

 You are entitled to restrict access to your paper if you want to. But we all derive immense benefit from reading one another's work, and I hope you won't feel the need unless the subject matter is personal and its disclosure would be harmful or undesirable.
